Phineas' Balloon Items

Phineas the Balloon Guy, or the prize man, randomly appears in the City. He appears about once a month, usually for several days in a row. He will show up on clear or cloudy days, but will not show up in the rain or snow. He gives out bubble blowers, balloons, and pinwheels, (All come in many colors) You can only get one per day though. Warning: If you get stung by a bee, trip, or fall into a pitfall while holding a balloon it will float away!
